Can preventive medicine be primary and medical clinics aid our health care system?

I think since our pioneering holistic clinics could help in the cost of medical care. Ie preventive medicine clinics help us in our health and medical clinics are free to attend the needs of our people argent. This would reduce health problems in minor rooms and emergency clinics.
